Public officials should be selected by lottery, not election

Athens used sortition because elections favour whoever is best at campaigning, which is a different skill from governing. A randomly selected chamber can't be bought, can't campaign, and looks like the population. The obvious objection — competence — is weaker than it sounds: we already trust randomly selected juries with people's freedom.
