Governments fund communication of what they decided and nothing that tests it. Imagine a mandatory, publicly funded steelman of the opposing case, published alongside every major law. The failure mode is obvious — it becomes theatre, a strawman with a budget — but the current alternative is no institutional incentive to be wrong out loud.
