Voting should have a competence test, and that's not the end of democracy

We accept that pilots need licences and surgeons need exams, then insist that decisions affecting millions need no demonstrated understanding at all. A per-topic, transparent, free-to-retake test would not remove anyone's voice permanently — it would move the requirement from birthright to effort. The strongest objection isn't elitism, it's capture: whoever writes the test writes the country. Answer that and the idea stands.
